No Crowsfoot/Broad arrow

Got this Movado pocket watch and have found the following , that its an Air Ministry , general service, observers watch from 1940 but was wondering why it didn't have a crowsfoot on it too. Does this mean it was un issued or did some not have the arrow stamped on them ?

That's one for the military historians I think.

The Air Ministry was not  solely a military dept although it had responsibility for the RAF.

As regards the pheon/broad arrow we tend to associate that with military issued items. I'm guessing that the RAF may have had equipment supplied by the Air Ministry and equipment that it procured itself (marked broad arrow).

There are lots of AM watches without the broad arrow.
