1907 Waltham Movement, Swiss Made Dial

I have recently started collecting Waltham watches and I believed that they were pretty much a 100% 'in-house' movement.

Today I received a 1900 movement, made in 1907 size 0s, and it is clearly marked on the back of the dial as 'SWISS' .

Front is marked 'A.W.W. Co. WALTHAM, MASS.'

Having only just started with Waltham I wonder if this is something they bought in during the 1900's

I thought it was a little odd, but, was this the norm in the 1900's Anybody know much about this?
