This 1960s Elco with its 17j AS/ST 1950/51 and a silvered dial today. 

The most likely makers I can find of this brand and using this particular style of wordmark would have been C. Ruefli-Flury & Cie (Era Watch Co) who registered their version of the Elco name in 1936.
